The table demonstrates the portion of employers in four industries of a nation who report difficulty in hiring three type of employees in the year of 2003 and 2004 respectively.

In terms of the sectors of manufacturing and building, it was easier for employers to find their employees. From 2003 to 2004, the proportion of manufacturing employers who had difficulty in finding skilled workers went down from 45% to 40%, in unskilled ones from 20% to 19% and in technical and managerial staff from 8% to 6%. Building industry experienced a similar trend, but generally suffered a greater dearth of labor.
