Whenever there is a conflict of interests, a silver bullet is invariably to strike a compromise rather than a consensus. The mismatch between individual preferences and societal demands in the choice of subjects during tertiary education appears to accurately capture the gist of this saying. While some might staunchly support governmental intervention, others are strongly inclined to leaving the decision-making process in the hands of individual students. Could there be a compromise?

Proponents of the former argument contend that education is, after all, supposed to serve societal interests while any personal ambitions shall be relegated to secondary concerns. By financial measure, the government is in every right justified to decide the major to pursue for students and then capitalize on the potential and talent of well-educated graduates to its own advantage: tuition fees, often amounting to an astronomical figure to run-of-the-mill families, are fully covered by the government in developed economies, or largely subsidized in less well-off countries. By means of continuous, long-term investment, the government manages to train adequately qualified faculties and institute a curriculum that imparts knowledge to students in a step-by-step, scientifically robust fashion. Small wonder that students, who are the beneficiaries on the receiving end, are expected to repay the favor back to the government by exploiting the professional knowledge and skills they master in college and translating them into groundbreaking ideas and helpful contributions in the fields of endeavor that the government believes to be in dire need of talents and requires students to learn in the first place.

It is not surprising that there is no consensus on the primary purpose of higher education. A seemingly popular opinion is that universities ought to provide students with professional preparation, so as to ultimately and collectively improve our society. Then, what should students learn? In my mind, it is students who have the right to freely choose their subjects rather than the government.

Admittedly, the government knows better than students do, in terms of choosing subjects that would most benefit both the country and students themselves. For a responsible government, it must have overall plans for the development of various sectors, and knows what talents it ought to prepare, in order to fulfill the plan. For example, to promote the research and application of clean energy countrywide, the government needs more students taking relevant subjects and devoting themselves to this domain. Surely, while answering the call from the government, students have aguaranteed career development.
