2013年7月27日雅思大作文范文:Numerous government expenditures are spent on the restoration of old buildings in major cities in the world. Some people think the money should be used in new housing and road development. To what extent do you agree or disagree?

While well-maintained old buildings which often costs a huge amount of government fund year by year in large cities attract tourists from all over the world, some people claim that housing problems and road construction in these cities,which have more direct effects on citizens' wellbeing, should be regarded as more urgent and therefore deserve more attention from the government.

There is no denying that old buildings, most of which are of unique architectural taste should be carefully protected and maintained, as they often represent the cultural identity of a certain city or a particular country. For example, the Siheyuan courtyards, which used to be the residences of people in Qing dynasty, were severely damaged during the Culture Revolution in China. It is not until 1980s that the government realised that what a huge mistake to destroy these rare historical buildings and then began to invest large funds on restoring them. Thanks to their efforts these courtyards representing the unique culture and history of old Beijing are finally preserved and now appeal to visitors from home and abroad every year, bringing lucrative revenue to the local tourism. Besides, some old buildings require maintaining or reconstructing due to their significant research value for modern architects and scholars.

However, those who advocate that more money should be allocated to build new houses and improve road conditions have their own reasons. First, as more people swarm into cities for better education and job opportunities, many large cities like Beijing and New York are now facing an abysmal shortage of newly-built houses. The surging house prices due to inadequate house supply make it increasingly difficult for people,particularly the young graduates to settle down in cities and therefore lead to a drain of talents every year. In addition, some dilapidated bungalows in large cities, which often possess no proper drainage and sewage system, are definitely not comfortable for modern residents to live in. As the administrator of the society, the government has an obligation to offer more decent dwellings for its citizens. Also, the outdated road systems in many cities severely reduce the efficiency of life and work of urban citizens and therefore call for more investments on road improvement.

In conclusion, the government is always confronted with numerous demands from its general public and is supposed to do its utmost to meet these diverse needs. However, it has to weigh the benefits and costs prudently before taking actions considering its limited financial budget. Anyway we have confidence that the government will work out sensible solutions to make the old buildings and new ones co-exist harmoniously.
