Modern city planners are inclined to divide a city into different areas according to their functions,such as the university area, business area, hospital area and residential area,to name but a few. While this practice does impose some positive effects on people’s life, it may also create many problems

A city arranged on the basis of clearly-defined functional areas can make people’s life much easier and more efficient. When we want to buy a specific model of computer, for example, we can simply visit the city’s hi-tech market without having torummage(搜索) every corner of the city.For another example, if all government offices are located in the same area,they will save tremendous amount of time when they need to get their bureaucratic paper(官样文件) work completed.

范文2：

Nowadays, in many developing cities, when the government is making plan on the cities, schools, homes, offices and shops are located in specific areas and there is always quite a distance between those areas. In my view, this issue has both pros and cons and should not be judged one-sidedly.

There are possibly two advantages. First, it is convenient for government to manage the areas when the areas are built for some specific purpose separately. For example, the educational authorities can be established in the area where the schools are located. Second, city residents are possible to enjoy the high quality service. As the same facilities like shops, hospitals and schools, can be found in the same area, there is fiercer competition between them. The competition encourages the improvement of the quality of the service.
