There is an ongoing debate about the appropriate role of government for solving local environmental problems. While many environmentalists call for increasing government intervention， I personally agree with the idea that government should encourage individuals to play a role in protecting their own local environment.

Initially， local civilians， if work together， can realize their full potential to protect the local environment. As residents always greatly outnumber civil servants， even small amounts of each individual’s effort may have dramatic effects on the environment. For example， local dwellers are able to keep their community clean by not throwing trash randomly on the road. And it results in a virtuous cycle since less people tend to leave small pieces of unwanted trash on such a clean block. Similarly， they should avoid brushing anything on walls in public place so as to keep a safe and clean environment.

As for various environment-related issues, it seems to reach a consensus (达成一致意见)that government need take initiatives(采取主动)to help their fellow citizens establish a green living environment . However, it is also advised that(should 的替换词) individuals are given compelling responsibilities (不可推卸的责任)to preserve the local environment they reside in . I firmly agree with it .

Surely , the authority ought to give priority to (把...放在首要位置)environmental protection since this is closely associated with (与...密切相关)individuals' healthy life . Many measures need to be taken to improve the ecosystem .They shouldformulate policies (制定政策)to force people to conform to environmental laws .Besides, more money should be invested in(把钱投在...) public transport ,such as buses, trams and subways .But this does not automatically represent that (但这并不意味着...)individuals are justified(...是合理的) to keep out of the affair,particularly when it is relevant to(与...相关的) their local living surroundings.
