2013年9月28日雅思写作范文：Some people think they have right to use as much fresh water as they want，others believe governments should tightly control the use of fresh water as it is limited resource. Discuss both views and give your own opinion.

范文1：

Never before have human beings been so concerned with shortage of natural resources. While depletion of fuels like oil and natural gas seems to threaten our advanced modern lifestyle, scarcity of fresh water in the face of soaring population is a real challenge. Whether governments should regulate the exploration and consumption of water therefore has sparked much debate.

Those advocates are convinced by governments’ power and responsibility to inhibit individuals from wasting the limited resource. For one thing, most people or companies are not that altruistic to be thinking about others living in draught-struck regions as well as the possibility that the whole race might someday have no water to drink; instead, hardly can they resist the comfort and ease brought by the “always running water”. By setting the reasonable amount of water one can exploit and consume and carrying out penalty on those breaking the rules, a large amount of water could be preserved and saved. For another, governments are also under the obligation to protect those fresh water resources like underground water from being depleted. For the sake of one country’s long-term development and the survival of future generations, proper management of those resources is not a choice but a must for the present authorities.

Opponents, however, tend to argue that government control may not be so efficient that specific demand of individuals could be well taken into account. Hardly could they imagine how they can lead a “normal” life if, for instance, the water runs out when they are taking a shower. They are optimistic that people could be well self-disciplined as long as governments help to improve the awareness of saving water. However, just as mentioned before, most people may not be that empathetic, and they may rarely turn the words into practice. Proper government control therefore is necessary.

Personally, I would admit that individuals’ access to water should be guaranteed, yet the possible waste of water and the necessity of ensuring the sustainable source of water for future generations prompt government control. Overall, I subscribe to the view that government control should be imposed on the using of fresh water.
