范文：

Some people argue that public transport systems including bus, metro and light rail need to be funded by the government and this practice can make it free for citizens. However, I cannot approve of this opinion.

There are two main disadvantages if subsidies for transport is from the government. First of all, it would put financial burden on the government department if all public transport activities are heavily subsidized by the government. As the government has the responsibility to improve the citizens’ living standard, optimizing the use of resources is on the list of government’s priorities. Providing that the government allocates enormous expenditures to public transport, other parts of services, such as education and health care, may not be well-supported. Another problem is the low-quality public service. By making public transport without any charge, service would degrade as there is no extra money to cover this part.
