Though cities initially came into existence due to individual and commercial effort to obtain the convenience for trade and commercial activities. Then they have gradually developed into cultural centers. In modern society，it is hard to imagine a major city without any art elements.

As cultural centers，cities play a vital role in the cultural construction of a nation. Art works and exhibitions in galleries and in the street are not only personal creations，but also characterized with local social life, which is one of what differentiate one city from another. This local or national uniqueness is closely related to state identity, cohesion and creativity，and it is this consideration that determines the necessity of national fiscal budget in art. Major cities are attracting people from various backgrounds to seek better lifer including high quality schools，hospitals，better jobs and cultural environment as well. The artworks in different forms in city create an atmosphere which increases cities vitality. On top of cultural role，the arts are also able to make economic contribution. International-scale metropolises of culture like Paris, London and Beijing，attracting tourists from all over the world，generate huge profit for local economy from tourism.
